Commentaires : F.E. MacDiarmid was acting principal (PNS) 1942-1944, after Dr. Rouse was made Education Officer for Education District No. 7 (New Brunswick). MacDiarmid had to deal with decreased enrollment and an overall decrease in teachers due to enlistment in the Armed Forces. (remedies were local licenses, awarded after abbreviated training, and student loans for those entering training). MacDiarmid was of the opinion that low enrolment was due, not to the war, but to low salaries. He also thought the local licenses were having a dire effect on the Normal School. He thought that if the profession were made more appealing, the licenses would not be necessary. More people would enter the field after pursuing full training. It was during his tenure that Viscount R.B. Bennett instituted the first scholarship to Normal School.
