In April 2009 the Canadian Conservation Institute carried out a project to characterise the historic decorative paint colour and finish stratigraphy on the decorative ceilings of two grand halls and 11 other public and private rooms of the former Bank of Montreal building (built between 1929 and 1932) located on Wellington Street in Ottawa, Canada. The scope of work also included a conservation assessment and testing of cleaning methods in the Grand Halls to identify stabilisation and cleaning protocols suitable for use by non-specialist contractors under the supervision of conservators. The bank was purchased in 1974 by the government of Canada but remained in use by the bank until 2005 when the government announced plans for it's use for the rooms, and discusses the compromises imposed by working under a building rehabilitation and adaptive reuse mandate, with a limited budget for scientific/technical studies. While the Grand Banking Halls present for the most part the original finish schemes, the accesssible ceilings of rooms in the foyers, basement and upper floors were regularly repainted, perhaps as frequently as every decade. During the current rehabilitation and adaptive reuse for use as large function rooms, the ornate ceilings of the Grand Halls will be retained and stabilised, but will not be restored to a museum standard. The unique ceilings of the 11 other rooms may not survive as structural changes are made to modernise the building. The description of the earliest finishes, chronological changes to decorative design and communication of these observations will be of principal importance to planners who will set new design standards as this building is upgraded to meet modern functional use standards.
